Oklahoma sales tax on invoices (2026 guide)

Oklahoma's 4.5% state sales tax plus city and county taxes, which services are taxable, permits, resale paperwork and what your invoice should show.

Oklahoma charges a 4.5% state sales tax on the sale or rental of goods. Cities and counties add their own sales taxes on top, so the rate on your invoice is the state rate plus the local taxes that apply where the sale is delivered.

For most freelancers and service businesses, the good news is that Oklahoma taxes only certain services. If you sell parts, products or one of the listed services, though, you need a permit, the right local rate, and paperwork for any sale you don't tax.

The Oklahoma Tax Commission (OTC) says the delivery location determines which local taxes apply. The OTC publishes a rate and code chart for every city and county each quarter, so check the chart (or OkTAP) for the address you're invoicing rather than reusing one rate for every customer.

Which services are taxable in Oklahoma?

Oklahoma taxes the sale and rental of tangible personal property, plus services the Sales Tax Code specifically lists. Examples from the OTC's rules include:

  • Parking and vehicle storage — sales of parking privileges are taxable, even if parking isn't your main business, and mandatory valet charges are taxable too.
  • Hotel and motel rooms — the furnishing of rooms (except meeting rooms) by hotels and lodging houses open to the public.
  • Admissions and dues to places of amusement and to recreational, athletic or entertainment events and facilities.
  • Transportation for hire — limousines, shuttle services and other common carriers (taxicabs are not taxed).
  • Telecommunications services.

Many common small-business services are not taxable. The OTC's rules say bookkeeping services are professional services and that sales of electronic data processing services are exempt. Oklahoma also does not collect sales tax on contracts or labor for improvements to real property.

Auto repair shops: if you charge one lump-sum price for parts and labor, you don't collect sales tax from the customer — you pay tax on the parts when you buy them. If you list parts and labor separately, you hold a sales tax permit, collect tax on the parts and leave the labor untaxed. Getting an Oklahoma sales tax permit

If you sell taxable goods or services in Oklahoma on an ongoing basis, you need a sales tax permit from the OTC before you start. You apply online through OkTAP. Under the OTC's rules the permit costs $20 and is renewed every three years. No permit is needed for occasional sales, but you still file a report when you make them.

Once you have a permit you:

  1. collect state and local sales tax from customers,
  2. file and pay by the 20th of the month after the sale (the OTC allows semi-annual filing when the tax you remit doesn't exceed $50 a month), and
  3. keep records of every sale, including the ones you didn't tax.

Remote sellers: a business with no physical presence in Oklahoma must register and collect Oklahoma state and local sales tax once it has more than $100,000 in taxable Oklahoma sales in the preceding or current calendar year.

What an Oklahoma sales tax invoice should show

  • your business name and address,
  • the customer's name and address,
  • a unique invoice number and the invoice date,
  • a description and price for each item or service,
  • sales tax as a separate line, with the combined rate you applied, and
  • the total due.

Sales for resale and exempt customers

Oklahoma doesn't use a single resale certificate form. Under OTC rule 710:65-7-8, properly completed documentation for a sale for resale includes:

  • a copy of the purchaser's Oklahoma sales tax permit — or, if that isn't available, their name, address, permit number and its expiration date (which you must verify if you haven't before),
  • a statement that the items are purchased for resale,
  • the purchaser's signature, and
  • certification on the invoice or a separate document that the purchaser is reselling the items.

A copy of a multistate exemption certificate can also work if it contains the required information. Get the documentation within 90 days of the sale and keep it with the invoice for 3 years from the invoice date or the date you remitted the tax, whichever is later. Without it, the sale is presumed taxable.

A worked example

Say you run an auto repair shop in a city where the combined rate is 8.5% (4.5% state plus 4% city and county — a hypothetical local rate for this example), and you replace a part for a customer:

  • $300 for the part, and
  • $200 for labor, listed separately.

Only the part is taxable: $300 × 8.5% = $25.50 in tax. The labor stays untaxed because it's separately stated. The invoice total is $300 + $200 + $25.50 = $525.50.

If you had billed a single $500 lump sum instead, you would collect no sales tax from the customer and would have paid tax on the part when you bought it.

Selling to customers in other states

If you ship goods or deliver taxable services to customers in another state, that state's rules may apply instead of Oklahoma's. Since the Supreme Court's 2018 decision in South Dakota v. Wayfair, states can require out-of-state sellers to register and collect their sales tax once sales into the state pass a threshold the state sets. If you sell across state lines regularly, check each state's threshold and registration rules — and use that state's rate on those invoices.

Common mistakes on Oklahoma invoices

  • Using one local rate for every customer instead of the rate for the delivery location.
  • Taxing separately stated repair labor — on separately listed repairs, only the parts are taxable.
  • Charging tax on real property work — Oklahoma doesn't collect sales tax on contracts or labor for improvements to real property.
  • Skipping resale paperwork — without the purchaser's permit details, the sale is presumed taxable.
  • Throwing records away too soon — keep exemption documents for 3 years.
